ACCP자격부여란,



ASNT가 CP-1에 의한 조건이 만족되는 사람에 대해 자격을 부여하는 것이다.

ACCP certification: The process whereby ASNT certifies that an individual has met the requirements of the ASNT Central Certification Program document CP-1.




ACCP를 만들게 된 배경

SNT-TC-1A는 고용주에 의해 자격을 부여하는 것이다. 제3기관에 의한 자격부여의 필요성이 대두됨.




시험

ASNT level II가 응시하는 경우- general, specific, practical, instruction preparation의 네과목. 이중에 general은 기존과 차이 없음. specific은 해당분야의 규격에 대한 것으로 규정. practical은 ASNT의 시험용 시편 사용, instruction preparation은 검사 지시서를 작성하는 것으로 기존에는 없던 내용이다.

ASNT level III가 응시하는 경우- basic, method, practical, procedure preparation의 네과목. 이중에 basic, method는 기존과 차이없음. practical은 ASNT의 시험용 시편 사용한다. 단 ACCP level II로 시험본 경우는 면제. procedure preparation은 규격을 주고, 절차서를 작성하는 시험이다.

5.1 All ASNT Level II Candidates must successfully complete the following examinations:

5.1.1 General Written Examination: this examination covers the fundamentals, principals and theory of the test method.

5.1.2 Specific Written Examination: covers specific applications of the test method in accordance with the applicable codes and standards used in the applicable Industry Sector.

5.1.3 Practical Examination: applicants are required to demonstrate their ability to physically perform the test method on ASNT test samples that may contain known discontinuities.

5.1.4 Instruction Preparation Examination: applicants are required to prepare a written instruction f

5.2 All ASNT Professional Level III Candidates must successfully complete the following examinations:

5.2.1 Basic Examination: this examination covers knowledge of certification processes, materials and processes and general knowledge of other NDT methods.

5.2.2 Method Examination(s): covers specific knowledge of that test method(s).

5.2.3 Practical Examination: applicants are required to demonstrate their ability to perform the test method on test samples containing known discontinuities. (This examination is waived for personnel that have taken the Practical Examination as an ACCP Level II.)

5.2.4 Procedure Preparation Examination: applicants are required to write an NDT procedure based on a supplied NDT standard.




자격부여

시험에 합격하면 자격증과 카드를 발급. 이는 요구조건을 만족한다는 것일뿐, NDT를 수행할수 있는 권한과 면허를 주는 것은 아니다. NDT수행 여부를 결정하는 것은 고용자의 권한이다. 자격취소시 자격증 반납해야한다.

7.0 Certification

7.1 Based on successful completion of the necessary qualification examinations,

ASNT will issue the candidate an ACCP certificate and wallet card.

7.2 ACCP certification attests to an individual having satisfied the requirements of

this document; however, ASNT does not give authority or license to that

individual to perform NDT. The employer should review the individual's

qualification records for satisfactory completeness and retain copies thereof, prior

to authorizing the individual to perform NDT. The employer shall be solely

responsible for authorizing employees to perform NDT.

7.3 Certificates and wallet cards are owned solely by ASNT and shall be returned to

ASNT if revoked.




renewal/ recertification

renewal은 시험없이 서류제출로 자격유지 하는 것, recertification은 시험보고 자격유지 하는 것. 5년마다 renewal 또는 recertification 한다. 무조건 10년마다 recertification해야 한다.

level II renewal은 업무에 연속적인 종사확인 되면 가능. level III renewal은 업무에 연속적인 종사와 교육/참석이 필요하다.

recertification 시에, level II 재시험은 practical 시험을 본다. level III 재시험은 필기시험 본다.

9.0 Renewal/Recertification

9.1 Renewal or recertification is required at 5-year intervals and must be submitted prior to the expiration date shown on the currently valid ACCP certificate. All certificate holders must recertify at 10-year intervals as described in paragraph 9.3.

9.2 Renewal may be accomplished by submitting documented proof of continuous satisfactory performance for ACCP Level II personnel, and by demonstrating a combination of active employment and continuing participation/education in NDT

for ACCP Professional Level III personnel.

9.3 Recertification may be accomplished in one of the following two ways:

9.3.1 For ACCP Level II personnel, by taking an abbreviated practical

examination in each test method in which certification is held.

9.3.2 For ACCP Professional Level III personnel, by taking an abbreviated

written examination.




1년동안 시험없이 ACCP로 전환한다음에 갱신은 어떻게 하는가?

level II는 5년 후에 시험봐야한다.

level III는 5년후에 서류제출로 갱신할수 있다.

처음 5년후 갱신/시험 이후에는 ACCP 규정에 따른다.

12) Renewal/Recertification

SNT-TC-1A Level II personnel that transition into the ASNT Central Certification Program without examination will be required to recertify by examination at the end of the first five (5) year certification cycle.

ASNT NDT Level IIIs and personnel certified by an ASNT approved 3rd-party program that transition into the ASNT Central Certification Program　 without examination will be permitted to renew by application at the end of the first five (5) year certification cycle.

After the initial five (5) year renewal or recertification, all personnel will renew or recertify as described in the ASNT Central Certification Program



EN 473으로 자격증 받기

ASNT와 독일 RWTUV 사이에 이루어진 협약에 의함. ACCP의 PE sector 자격을 EN 473으로 인정하기로 함.
EN 473 Certification:

ASNT has made a special arrangement with Rheinisch-Westfalischer Technischer Uberwachungsverein (RWTUV), a

Recognized Third-Party Organization for NDT located in Essen, Germany. RWTUV will permit NDT personnel who

are approved for the Pressure Equipment Sector in ACCP to apply for equivalent EN 473 certification at a special rate.

Further examination is not required, though some additional documentation is needed. This special pricing is only

available to ACCP certificate holders during the transition period. RWTUV will not issue certification independently of

ACCP certification through this program.

EN 473 certification through RWTUV will meet European Pressure Equipment Directive (PED) requirements for MT,

PT, RT and UT. If you qualify for the PE Sector and wish to apply for EN 473 certification, fill out the RWTUV

두 가지부문- GI sector, PE sector

GI 부문은 압력용기 분야 이외의 일반산업분야

PE 부문은 ASME B&PV, 31.1, 31.3등에 대한 요건포함. 유럽쪽 압력용기 요구조건,PED에 대응 가능. PE부분은 GI부분을 포함하는 것으로 간주함.

3. Industrial Sectors

Upgrading for qualified personnel may be made into one or both of the new ACCP　 Industry Sectors,

General Industry and Pressure Equipment, as defined below:

The General Industry Sector has been developed to meet the needs of NDT suppliers that have to comply

with multiple codes and specifications in more than a single industry sector. The GI Sector provides a

medium for central certification for those NDT practitioners that do not qualify for the Pressure Equipment

Sector.

The Pressure Equipment Sector is designed to meet the needs of the boiler and pressure vessel industry, and

meets the requirements of the ASME B&PV Code, the ANSI/ASME piping codes and will enable personnel

to certify without further examination to meet European Pressure Equipment Directive (PED) requirements.




세부적인 구분- 각 부분에 대해서 검사 방법별로 자세히 세분된 검사 기법을 분류. 해당 검사기법에 대한 증빙을 첨부 할수 있을 때에만 자격받을수 있다.

기본 1개 method에 $150, 종목 추가시 $30, 외국인 $40 추가, EN 473 추가별도

EN 473 추가시: 기본 1개 method $80, 종목 추가시 $20, 카드발급 $30

4개 method로 하는 경우, (150+3*30)+40+(80+3*20)+30 = $450

자격요건

-공통

현재 NDT 근무자, 해당 method 수행경험, 교육이수, 해당종목에 현재 유효한 cert, eye test, level III는 고용주의 인정필요

-PE sector

최소 3년 동안 압력용기 관련 경험, 그중 50% 이상은 최근 5년이내일것에 대한 문서화된 증명서 필요.

b) All personnel will be required to provide documented evidence of the following:

1) Current employment in the NDT field;

2) Experience in the NDT methods for which upgrade to ASNT Central Certification Program is requested;

3) NDT training that meets or exceeds the recommendations of Recommended Practice No. SNT-TC-1A;

4) Currently valid NDT certification in the methods being requested;

5) Having passed a visual acuity examination dated within thirty (30) days of the date on which the application was signed.

6) For ACCP　 Professional Level III applicants, the employer shall attest that the Level III has shown the ability to write NDT procedures and has demonstrated that they can perform the test method for which certification is sought.

d) To be eligible for the Pressure Equipment Sector, candidates must meet all of the requirements listed in

paragraph 5(b) and must meet the following experience requirements:

1) SNT-TC-1A Level II applicants must have documented evidence of at least three (3) years work experience specifically in Pressure Equipment work at the Level for which certification is sought, 50% of which must be obtained within the last five (5) years.

2) ASNT NDT Level IIIs must be able to document at least three (3) years experience as an ASNT

NDT Level III in the Pressure Equipment industry, 50% of which must be obtained within the last

five (5) years.

3) Qualified Level II personnel certified under other ASNT approved certification programs must have

documented evidence of at least three (3) years work experience as a Level II specifically in Pressure

Equipment work, 50% of which must be obtained within the last five (5) years.

4) Qualified Level III personnel certified under other ASNT approved certification programs must have

documented evidence of at least five (5) years work experience as a Level III specifically in Pressure

Equipment work, 50% of which must be obtained within the last five (5) years.

NOTE: SNT-TC-1A Level IIIs are not included for the purpose of transitioning personnel into the

ASNT Central Certification Program

c) To be eligible for the General Industry Sector, candidates must also meet the following requirements:

1) All SNT-TC-1A Level II applicants must have three (3) or more years of documented experience as

an NDT Level II in the applicable method(s), 50% of which must be obtained within the last five (5)

years;

2) Level III applicants must have been an ASNT NDT Level III for a minimum of three (3) years and

hold a currently valid ASNT certificate in the applicable method(s);

3) Qualified personnel certified under other ASNT approved certification programs must have a

minimum of three (3) years experience in the applicable method(s) at the Level for which

certification is sought, 50% of which must be obtained within the last five (5) years.

EN 473 자격을 확보하기 위해 고려할 점

1. 비용 문제

$450/level II,, $860/level III

2. 자격문제

pressure equipment에 대한 문서화된 경력 증명 필요. 해당 method의 해당 검사기법을 pressure equipment에 대해 수행했음을 증명하는 서류, 총 3년이상의 경력. 그중 50% 이상이 최근 5년이내 이어야 함.

3. 갱신 문제

5년후 무조건 시험을 쳐야한다. 아직 ACCP의 시험에 대한 국내 경험이 없기 때문에 어떠한 방향으로 정해질지 모른다. 현재로선 ASNT 시험편에 의한 실기시험, 절차서 작성등의 생소한 내용이 시험에 포함되어있다.
